Anthropic is paying the firm that will evaluate it, and says in the same announcement that this is not how it should work.

Anthropic has appointed Accenture as its first embedded evaluator for frontier AI models, with both companies committing $1bn over five years. Anthropic will fund Accenture directly but advocates for pooled or government funding for such evaluations in the future, highlighting a current structural funding gap.
