Putin Orders 10% Data Center Reserve for Russian Information Resources

Russian President Vladimir Putin signed a decree mandating that certain non-government data centers in Russia reserve 10% of their capacity for Russian information resources, to be activated upon government order within 24 hours. The decree responds to foreign actions and includes provisions for fees, governance by a government subcommission, and possible use of foreign computing capacity.
